Theodora Williams, Esq. is a time-traveling engineer, lawyer, and inventor from the [Victorian] era. Building on her father's research, she had discovered a way to traverse through timelines, validating his father's theories on the multiverse, give or take a few errors. Her expertise in mechanics and law have helped her out of scrapes throughout her excursions in time.

Appearance
A pale, brown-haired [European] woman of aristocratic lineage, Theodora has the outward appearance of an elegant and proper 19th Century noblewoman, wearing an outfit very clearly based on the styles popular during the 1890s. On occasion, she would take on accessories of a "quaint yet strangely appealing modern mechanistic aesthetic" to keep up with the times.
Biography
Her father was discredited as a crackpot early in her life and the fallout caused him to isolate himself with only his wife and daughter as primary company. The young Theodora was fascinated by her father's theories at a tender age. In her teens, she was trained in the classics at a young age and was initially groomed by her relatives, especially her domineering Aunt Coraline, to be the bride of some stuffy academic nobleman. She eventually pledged to move to Unova to where her Uncle Maximilian worked, where she eventually took up the law program, one of the few available to women at the time in the region.
After spending what felt like several decades exploring the time stream and discovering the destinies of many events, she decided to intervene in the course of history, believing it to be in the best interests of future generations. Her meddling with the time stream, however, has earned her the ire of a few other time-travelers.
Her time machine manifests in two forms; its standard shape is "one of Mr. [Gray's] wonderful inventions," which is remarkably roomy on the inside and has the interior appearance of a lavishly decorated mahogany-paneled room, with a mobile alt form resembling a 1906 Renault.
Personality
On the surface, she presents herself as a typical [British] aristocrat, haughty, elegant, and almost always seen with a cup of tea. A second glance confirms this. She is a stolid academic and excellent conversationalist. Despite her traditionalist trappings, she fancies herself a true scientist and barrister and stays updated on the changing laws and expanding body of knowledge, something that her nemeses at the IDPD know all too well.
How she adapts to culture, however, varies; she's come to love the growing popularity of a certain science fiction subculture in the 2010s yet seems to think that the culture of the Early 1990s is most excellent (Air Guitar).
One would not be faulted for thinking that her upper crust upbringing makes her a prudish and joyless. "That's my Aunt Coraline," she would be quick to correct. She is especially fond of cameras and posing for funny pictures.
She does occasionally break out into almost stereotypical bouts of cultural insensitivity known from her time period (especially toward Kalosians), though it is unknown if she sincerely holds them.
Much like one of her pursuers and the IDPD in general, she has a fondness for a specific brand of doughnuts.
