The Empire of Hoenn comprises more or less all of Hoenn proper and its surrounding islands in the universe of PMD-B, and is a major regional power of the western Sea of Kyogre.
Origins
The Empire was formed sometime following the expulsion of 7JD forces by the [Japanese] royal family evacuating to Hoenn, though with a lack of proper documentation and their transfiguration into draconic mon forms, as was the fate of 1/3 of Hoenn's former human population, it became a pariah state with most mons outside it considering it little more than a 7JD rump state until their alliance/peace treaty with the Empire of the Ancients gave them some measure of legitimacy.
Organization
Unlike the Empire of the Ancients' absolute monarchy, Hoenn is run as a constitutional monarchy with numerous mostly independent states and city states, such as the Kingdoms of Slateport and Mauville.
