In the AU Carol was forced to move to Celadon City as a refugee due to Hoenn getting flooded due to Kyogre's rampage. Following the end of the Battle of Cellafron, she was among those who decided to adopt a Pokémon that was formerly part of Lanius's forces, in this case being Vektor. 9-Volt and Fern were also fully evolved in this universe, likely as a consequence of the alternate timeline's far more dangerous nature.
