Patrick has a very well-meaning-but-still-bigoted idea of who's right and who's wrong in the world. After living through the Scolemis Regime and the Dragon War, he got it thoroughly entrenched in his head that certain kinds of Pokemon are threats to both other Pokemon and the human race, Dragons first and foremost. So he created the Falchion Alliance to suppress and even Shadow (as part of the Dragon Fang initiative) the "dangerous ones". Once he leaves the AU he will join Neo Flare as an admin, not caring much for their policies on people but using their Infinity Energy experiments for his own ends. If you're not on his bad side, however, Patrick is a friendly, polite, cordial, and occasionally even goofy sort. In his mind as long as you aren't in league with the enemy or just not a direct threat to what he wants you're not his problem, and he can get confused that people don't share his totally reasonable and valid what are you talking about worldview.
