The Crystal Stars are an attempt to recreate Legendary Artifacts by the Alakagross Civilization. They were originaly powered by Psychic powers, but were altered to have most of their functions only take Obscura as input. They were originally located in a civilization which is where the human civilization Slateport now stands.
