Scizor is a Shadow Scizor owned by Boatman. He confronted Zeal on both Route 111 and Petalburg Woods, hoping to kill him, but was prevented from doing so by Noel with the former and Gui with the latter. He is also probably unable to crush Zeal's head in his claw.
