Name Basis
Vexen is named after the fourth member of Organization XIII from Kingdom Hearts, fitting his place in the Pokémon Organization XIII.
Personality
Like his namesake, Vexen is a cold, calculating, and manipulative scientist. However, he becomes cowardly when pressed in a dire situation.
Abilities in Battle
Vexen can use both physical and special attacks to his advantage, and can also easily block hits with his shell. While he has strong physical defense, his special defense is weak. He prefers Ice moves over Water moves in most situations.

History
Vexen was originally a part of the Pokémon Organization XIII. He met Pianis and Mezzo on Route 222 after mistaking Cerberus for Axel. In the ensuing battle, he was caught by Pianis.
Relationships
Vexen does not like Axel and Roxas, due to them having abandoned the Organization.
Vexen thinks Cirno is a complete idiot, and has nicknamed her "nine" as she reminds him of the ninth Organization member, Demyx.
Vexen thinks Forte is a perfect subject for his experiments. Forte, on the other hand, is creeped out by him.
