Tagg's Victini was his prize for tying with Fool in the Gold Conference, and a member of Team Nova. (The single most powerful member in fact due to his legendary status.) A bit of a trickster outside of battle, when he does fight Victini buffs his allies using Victory Star while using his own overwhelming power.
